Are CC payments accepted for order outside the US?

I get the following error when attempting to checkout: Your account cannot currently make live charges.

Also i cannot change the country in the billing information form, only United States is available.

The issue is fixed but now I get a different error when attempting to checkout via CC:

Invalid integer: 7109.999999999999
