Well if you're willing to wait like 2 weeks, I got my Noopept powder from Star Nootropics, but don't bother paying for faster shipping because their shipping speeds and customer service sucks. I paid about 20$ for express mail for nothing. The quality is good though. I never ordered anything from them after that since their service and shipping speeds suck so bad. This was about 8 months ago (I bought 100 grams)

Since then I've only ordered from Pure Nootropics and Nootropics Depot.
I highly recommend either supplier. Both offer a wide variety of excellent quality product, super nice customer service and awesome shipping speeds. I've never been disappointed from them with quality of product or shipping speed. I even spoke with the owner of Nootropics Depot (u/MisterYouAreSoDumb) and he was the nicest, most helpful person I've talked to from any company.

Make sure to order powder as I have heard that it is not as effective orally as it is sublingually.

Noopept making me boring?

Yeah, bacopa has a period that it can make you tired. I always stack it with caffeine, modafinil, or ephedrine. I would never just take it on its own. It actually levels out the stimulants pretty well.
