That pretty strange, they can be just lost or delayed or sended back. Customers could have called a russian post to get explanation whats up with that package and on why its holding or even fill a lost package claim ( they can do this on their own end in russia). Sometime post\custom in russia need a punch to start work, otherwise they just can lose package or whatever. Also first class wasn't traceable at all outside of US until recently ( dont know exact date but probably a year or so), so all info was like departed from country and thats it.

It's probably been over a year since we have tried sending directly to Russia. So if they changed the tracking system, then that explains why the updates never happened. Then the customers could have just been lying to us about the confiscation.
Let me know how the Asendia package goes. We might look into that option.
