No, that's probably legit. Germany is really hit or miss right now, and Powder City was labeling their packages as commercial samples on the customs forms. That seems to have allowed them to pass customs easier. We were listing them as retail goods, since that is the proper code. However, that puts us under more scrutiny it seems.

I'll get with the OP to see what I can figure out, and see if there is something we can change to get things through easier.
