I am a pharmacist. I buy that almost anything we put in our bodies could precipitate an allergic reaction. I would think however, that a "true allergy" (not what is being discussed in this article, they are discussing enzyme deficiency, as u/misteryouaresodumb stated) is likely exceedingly rare. I don't think I have ever heard of anyone being truly allergic to anything in the broader amphetamine family. But again, not out of the realm of possibility.
So yeah. I buy the idea, but not necessarily as the cause of these "high profile" deaths the article describes.

A real allergy is a hypersensitivity of one's immune system to a certain compound. It's an immune/inflammatory response to an exogenous substance. I would not consider being a poor metabolizer of something to be an allergy, as your body's immune system is not reacting to something. You are just breaking it down more slowly than others would. I suppose that is why they keep putting "allergy" in quotes. Or the author could just be Dr. Evil with freaking "allergies."
