I read a comment here saying that bacopa with ANY heavy metal in it can cause brain fog, though maybe they were mistaken and meant bacopa which has levels above FDA limits.
If so, can you tell me the benefits of having very low levels instead of having levels just below the FDA limits ?

Obviously you want the one with the lowest levels of heavy metals. However, 1μg of lead exposure per day is still 10x lower than what the World Health Organization states that you will start to notice problems. So while I would certainly prefer to take the one with lowest levels, you are probably not going to notice any adverse effects from the one with higher levels. That being said, California errs on the side of caution, and puts a limit of .5μg of lead per serving per day. So the Bacopa you linked would be double that exposure. So it would be over California's standards, but under the WHO/USP, and well under FDA guidelines. So it depends on who's standards you want to go off of. I personally would use the one with the lowest I could find.
