can someone describe the effects of Fasoracetam for me, stimulant or downer?

I understand that its a GABA-B antagonist, but I also read it upregulates the GABA-B receptor so is it safe to say it acts as an inverse agonist, or only when your off Fasoracetam do the GABA-B effects show?

it is an antagonist, just at a specific part of the receptor, say the rate limiting step, when the rate limiting part of the receptor is antagonized it actually opens the receptor up, and thus has effects along the same lines as an agonist, even though it is actually antagonist

You are thinking of a partial agonist, not an inverse agonist. An inverse agonist actually lowers the action potential of a receptor past what an antagonist would do. A partial agonist lowers it more than an endogenous ligand, but still activates it somewhat. An antagonist just blocks the site, but does not activate it.
