How do I open my vial of NA-Semax from Ceretropic?

I popped off the yellow cap that said "flip off," but now I'm left with a metal ring around what looks like a rubber plunger. How am I supposed to get this off?

They should have sent you a tear-off top vial. It looks like they sent you a regular vial. So you just need to use some fliers to gently take the cap off. Then you would mix in 2ml into the vial, then pour that into the spray bottle. Then dilute with 8ml more. Don't try to dump 10ml into the small peptide vial, as it only holds ~3ml.

No, you are fine. Don't rub the dropper in the dirt or anything. However, touching it to the top of the vial is not a big deal.
