Making coluracetam nasal spray with PG/VG - not dissolving

Hey, I'm trying to make a coluracetam nasal spray. 1 spray = 2,5mg, my dosage is 3x5mg so that fits. I put 250mg powder in 10ml 4:1 PG:VG solution, but it isn't dissolving. Do I need to heat this up? /u/MisterYouAreSoDumb ?

is there a substantial difference between the membrane under your tongue and the membrane in your nose? In other words, is there reason to think it would be poorly absorbed sublingually too? I've been taking colu intranasally via insufflation and it seemed to work better than sublingual - now I am wondering if it was some sort of ROA placebo.

Yes, they are slightly different. The membranes in your mouth use saliva, and allow you to keep the compound in contact with them longer. Nasal does not allow you to keep the compound in contact with them as long. So a compound that is only slightly water and fat soluble is not going to absorb as fast, and can clog your nasal passages.
Coluracetam powder might work intranasally somewhat. It's just not very water or fat soluble. So it won't be super efficient. Ethanol is the best solvent for it, other than DMSO. You don't want to be spraying that up your nose, though.
