I can't comment on that particular device. However, there are small handheld IR devices that can do basic identification of molecules. The DEA was interested in them for field identification of drugs. They are just not as accurate as larger machines, and are not going to give accurate purity numbers, or be able to differentiate mixtures of compounds.
