Advice on testing the piracetam I was sent

First off, let me state that I've made a big mistake. I've sought out /r/Nootropics as I want to figure out what the hell I've purchased (thought it was piracetam).
I've bought from Cerebral Health (now Biosciences Nutraceuticals, abbreviated as BSN) for the past three years.
I didn't know about their quality issues, as I always received piracetam powder that looked the same as before.
That seems to have changed as I got two bags of strange, coarse grained piracetam.
Here's a photo with a quarter for scale.
The questions I have are:
1) Where/how can I find someone to test this for purity?
2) Is piracetam ever supposed to look like this?
In the meantime, I've ordered a piracetam from PowerCity as per the wiki here. I should have enough backup supply until then.
I understand that this may be seen as bad form. I'm open to suggestions for a better place to post this.

Yep yep.
Just as a cursory look it seems like its salt or sugar.
I feel like /u/MisterYouAreSoDumb should just put a sticky saying don't buy from Cerebral Health, period.

It's in the FAQ. I think people would get annoyed with it stickied at the top of the subreddit.
