Trouble weighing (dont' want to overdose)

Just received my first order of Nootropics!
Noopept, Aniracetam, L-Theanine
I'm wanting to test the Noopept out right now, and I even got a scale, but...
I have no idea what this scale is doing. I ordered from PowderCity, and I got these little red 10mg scoops, and placing 3 heaping scoops from this red spoon does not register at all on the scale.
A penny weighs 2.5g on the scale, so I know it's accurate, but it is not registering scoops of Noopept.
Is the red scoop thing reliable? Should I just go with the scale weight, or should I trust the red scoop?
(Should I take Aniracetam + Noopept together as my first Nootropic introduction, or do them separately to see how I react individually to them?)

There are a few scales that would be good.
AWS Gemini-20 ~$22. Reasonably accurate down to 5-10mg. Don't rely on it for super accurate things.
JS-VG 20 ~$56. Similar to Gemini-20, but resolution to 2mg instead of 5mg for the Gemini.
My Weigh iBalance 101 ~$121. A lot more accurate than the others at .005g, with a wind shield. Gets good reviews.
Then you move up into the more expensive balances, like magnetic force restoration scales. We have an Ohaus AX224E coming this week. That one is accurate to .1mg (0.0001g). That is overkill for a regular user, though.
