can these powders we buy be injected IM?

I've just been curious what the effects of these nootropics are if when injected IM. The powders need to be in liquid form using bac water, correct? Or what is the preferred process? Has anyone done this?

Only inject things that have been sealed in bacteria-free vials in a clean room. Never inject things that came in bags/jars as a powder.
