I mean pretty much all of these substances in CILTEP act indirectly on NTs or have very low binding affinities if they do.
Raising cAMP for instance. Diet can cause changes in cAMP for crying out loud.
I would say, by very definition, to be "chemically induced" there would need to be some sort of direct action on some of the NTs that is affecting LTP. In other words, 'chemically induced' LTP is state dependent learning. "Neurons that fire together wire together" under certian states.
Increasing cAMP isn't going to induce state-dependent learning. CILTEP is a misnomer.
Also, what the hell does the E stand for?

Yeah, it is very over-hyped. I think the idea it is based on has some merit. It's just the ingredients they use are not ideal. Jason and I came up with a much better combo, which will be a lot more efficacious. We will probably bring it out at some point. If nothing else, just to piss of Natural Stacks.
I have no idea what the E is for. Name marketability perhaps?
