Is phenylpiracetam lipid or water soluble?

I just ordered some phenylpiracetam from NSN, but I cannot find any sources that say to take it with or without food.

Yeah, I was just contributing the simple answer. I noticed as well that when you put phenylpiracetam into water, it creates a sort of oily film which indicates it is not entirely water soluble. I just figured he was asking if it needs to be taken with food which it does not. Thanks for providing the more detailed answer, though! So, the best way to take it would be to mix it into a shot of your favorite liquor! (kidding!!!!)

Haha, yeah. The issue that screwed us is that everywhere you look online, it says water soluble. That threw us for a loop when we were trying to formulate a sublingual solution. Phenyl is a bitch in solution. It needs more nitrogen presence to help it solvate better in water.
