From wikipedia:
Because it increases physical stamina and provide improved tolerance to cold weather, it appears on the lists of banned substances issued by the World Anti-Doping Agency. This list is applicable in all Olympic sports.
WADA has it [listed](http://list.wada-ama.org/list/s6-stimulants/#4-phenylpiracetam (carphedon) but no specific reason beyond stimulant.
Does anyone have additional information on this effect, what causes it?
"Cold tolerance" can mean many things - is it simply feeling? Do you feel warmer, but without any physical effects? Is it a thermogenic?
Does it change the hypothalamic set point (temperature that homeostasis tries to keep the body at) at all?

It definitely is not thermogenic. It seems to just affect your perception of the cold. Your body temperature remains the same. Now IDRA-21 does cause some thermogenesis. I am not sure about the mechanism, though.
