Can I see that evidence? I could be wrong, but shouldn't that be ~~now using~~ have tried some sort of smart drug to help them?

If there is evidence that says 24% of students are using smart drugs, and because of the word 'use' I assume regularly, I'd love to see it, but I haven't seen anything that indicates regular usage rate is that high. (Note: I'm not from the US so I'm not in touch with the college drug scene)

Personal pet peeve, natural medicines are still drugs. Just because it comes from a plant doesn't mean it's less potent or powerful than something made in a lab.

I am just postulating, but perhaps dentists use piracetam to protect the brain from hypoxia when they use nitrous during their procedures.
