This isn't necessarily useful unless you recall their name as well. I'm sure you'll mutually agree that recognizing someone's face without their name or where you know them from can lead to a very frustrating or awkward situation.

I never remember anyone's name. That does not stop me from approaching them and starting a conversation. Just don't be awkward about it.
Sometimes (all the time), I don't feel someone's name is a crucial data point to store in long-term memory. But don't go telling them that, and using it as a starting point for an awkward conversation. The truth is, they probably didn't remember your name either.
