What makes Kava different than other GABA agonists?

From what I understand, Kava is non addictive and does not cause from tolerance, which seems to be the case with other GABA agonists.
Not sure if I'm missing something, but things like benzos, phenibut etc... all seem to have this issue, why not Kava?
