The article should have more specifics. I know there is a video, but I ain't got no time to listen to her talk about it!
Here is the actual study itself, for those that want to read it.
The region of the brain they are speaking about is the prelimbic division of the medial prefrontal cortex. Apparently, activating the D1 receptors in this brain region suppresses both rewarding and aversive memories. Understanding how to achieve the reverse effect will be much more complicated I think.
