To some degree, yes. Nicotine binds to nocotinic acetylcholine receptors in the central nervous system. Dopamine binding neurons are often located at these receptors sites. Therefore, binding of nicotine to these receptors does cause a cascading release of dopamine. Nicotine and cocaine both activate similar patterns of neurons in the brain. However, nicotine releases far less dopamine than other drugs which would be considered fully dopaminergic, like cocaine and amphetamine.
