The difference is that in Arizona, winter doesn't come once a year to fuck shit up. Much easier to maintain good roads without winter.

Yeah, we are spoiled. We can make large investments on roads, then move on to other roads instead of fixing the one that were just done. I feel for the cities that have freeze thaw cycles! It must cost so much just to keep the roads up.
