If they willingly agreed to the programs the taxes were being spent on. It's the same concept as them donating to specific charities. They are willing to part with their money if they can see what it will create. This could mean anything from our space program to better schools, roads, and infrastructure. The problem is, the programs are not publicized and marketed in such a way that the business people see a benefit. They see it as a handout to someone that did not earn it, rather than a beneficial program that they could contribute to.
