Prices for regular international shipping have doubled?

It seems like the regular international shipping option has gone from 11$ to 21$?!
Is this a temporary thing or will it stay this way?
On top of that, two of my recent orders to Europe have been stopped and returned by customs - but appearantly by US customs, so they did not even leave the country? This has never happened before. I was ordering to Europe, btw.
Is there something going on in the background that I'm not aware of?
Are there problems with the shipping partner(s) or some funky new legislations in the UD causing problems with shipping?
It was hard enough with the insane import fees recently bestowed upon us european customers.
Now I'm not sure I will be able to afford ordering from ND at all anymore in the future, except maybe the bare necessities.
Depending on how much I order, shipping +import tax effectively double the cost of my order.
Some clarification would be nice, this truly is a sad day.

The default shipping is certainly not starting at $21. If we can figure out who he is, I can create some test orders to see what is going on. In regards to the customs thing. US customs doesn't stop anything on export. As soon as the packages are scanned out of our facility, the customs paperwork is electronically transmitted to the customs authority of the delivery country. They immediately start reviewing it which is why it can be rejected before it even leaves the country.
