EU customs won't accept orders above 150€ anymore, unless the recipient/customer (!) makes his own customs import registration for each order

Are you sure? After you fixed the HTS code the amount I had to pay definitely became less, but it was still more than the 7% VAT. My understanding was that just too high of a percentage was used with the wrong HTS codes.
I Experience This as Well on my Last Shipment, Definitively Not 12%

All outbound is using the 2106.90.9869 HTS code. For now, that means zero duties and lower VAT... till they change the code again. This has really made me question my sanity, as the 2106.90.9855 was absolutely the one that EU tool told us to use a while back.
