Yeah, the changes the EU has made to shipping are ridiculous! We can't get straight answers on a lot of it, either. We get conflicting info from different EU countries.

Instead of the packaging slip inside the package it should include a printed invoice with all prices. If it doesn't, DHL can't register the order for import and the recipient has to come to the customs office.

So they want us to print a physical invoice now, and put it inside the package? They have always wanted the customs declaration on the outside of the package, and then for us to send the invoice electronically. We can put printed invoices in EU orders if that is really what they want, but it conflicts with what we have been told.

Even then only orders below a total value of 150€ can be declared to customs by the sender (ND) and registered for import by DHL, orders above 150€ need a customs import registration made by the recipient (customer).

The 150€ cutoff is definitely real. They treat packages under 150€ very differently than over 150€ now. It's called The Import One Stop Shop (IOSS), and they say it was done to "ensure fair competition for EU businesses and reduce the VAT losses resulting from the importation of low value consignments from third countries. They waive import duties/tariffs on orders under 150€, but they still assess VAT. Order over 150€ are subject to both duties and VAT. However, there are no duties/tariffs assessed for dietary supplements from the US, so even though they are not waived on orders over 150€, the HTS code we use for most our products exempts them. We had to fix the codes, though. That's because we had the US HTS codes, and HTS literally stands for "harmonized tariff schedule." However, it turns out they are not actually harmonized! It was assessing customers duties on shipments, because it needed the longer EU HTS code for them to show duties/tariffs were not needed. So now we have to ship everything out to the entire world using the EU HTS codes, so the EU doesn't fuck things up. The whole thing is a mess.
