Because people are uniformed and emotional. Also, people do buy/sell in advance. You see that in all cycles. This last cycle had the COVID crash right in the middle of the lead up to the halving, which really fucked price action, but you can see the front running that happened. If you had balls of steel, you could have made fuckloads of returns buying during the COVID crash and selling just after the halving. The issue is that most people don't have balls of steel, and they let their fear and emotions drive their decisions. The efficient market hypothesis only works in a regulated market where fuckery like this FTX thing can't happen. We didn't have organic price action in BTC and ETH this cycle, because people were funneling customer funds from exchanges to investment companies to gamble on shitcoins. How can the market have efficient price action when there are bad actors in the space secretly using customer funds to prop up other assets?
