I think I figured out what is going on, and it made me facepalm.

The powder in the capsules is much more finely ground than the powder in the tub. It is also MUCH drier. The powder is so dry and finely ground, it looks lighter in color (when it actually isn't) and is acting hydrophobic and clumping together when mixed with water. I poked one and the oil on my finger collapsed the surface tension and it readily dissolved into solution like normal.

I heated up some water and added a small amount of surfactant, and it mixed in just like the other powder from the tub, no surface 'scum'.

I'm gonna edit my top level comment--it certainly does not have fillers in it. Apologies for the goose-chase!
