Canada - Cost for Duties Calculation & New $150 Limit under USMCA

Firstly, what cost is used to determine duties when shipped to Canada - does ND have to use sales price or can they (do they) use their cost?
Secondly, if sales price has to be used (and therefore the $200 in goods needed to get free shipping couldn’t be labelled for duties at $150 or under - ND cost) would ND ever be open to reducing the threshold for Canadian free shipping to $150 to get the best of both worlds in terms of free shipping and no duties?

Yeah makes sense I guess, thanks for the response.
The new limit should still help to some extent then, you’d think they’d just have less incentive to even bother counting everything up/requesting more info if it’s much less likely to be over the limit than previously.

Yeah, that's probably true. The new higher limits should make the issue even less of a consideration going forward. However, only time will tell with how they change their enforcement. I wish customs were always logical, but that's not always the case. I like to temper my expectations till I see some data on how things actually go. I am hopeful, though.
