Canada - Cost for Duties Calculation & New $150 Limit under USMCA

Firstly, what cost is used to determine duties when shipped to Canada - does ND have to use sales price or can they (do they) use their cost?
Secondly, if sales price has to be used (and therefore the $200 in goods needed to get free shipping couldn’t be labelled for duties at $150 or under - ND cost) would ND ever be open to reducing the threshold for Canadian free shipping to $150 to get the best of both worlds in terms of free shipping and no duties?

We put $10 per item on those forms. However, sometimes customs sees a package with a lot of items and decides to open in anyway and ask for more documentation. It's the luck of the draw with what inspector you get.
