Lemon balm only lowers it in people with overactive thyroids. It does not lower levels in healthy people, and does not lead to hypothyroid symptoms in healthy people.

Could be never. All the labs making it either stopped synthesizing it, or were shut down. Some legal regulations changed in China, and that is where it was all being made; even the Russian Ladasten.
