Phenibut package stuck?

I ordered some phenibut on the 21st of October. Been checking it on packagetrackr. On the 25th it was processed and now it's been stuck on "tendered to partner carrier" for 10 days. Is it normal for it to take this long? I live in Europe so I'm aware that I can't get it in a few days but it looks like the package isn't moving at all?

It depends on the country. That just means it is awaiting clearance by customs. Sometimes they are quick and other times they drag it on for it a bit.
