I want to buy some things from Ceretropic, but I've been getting a bunch of custom charges whilst buying from nootropicsdepot.
I was wondering if I left a note on my order to keep the custom form under $15, would that be alright.

Yep, UK customs fee. I would much rather spend the custom fee on your products.
