For Phenibut that is. What is it that I need to look for? I'm not sure how to take caution.

Yep, they're buying from pharmaceutical companies that manufacture the products. I think that evidence is good enough to know that it's okay to buy...

They are certainly not buying from pharmaceutical companies, and none of the evidence is good enough for me to consider it okay. If you want to risk it, go ahead. However, I would at least call Colmeric to verify these tests were actually done for Total Nootropics. Otherwise the COA might as well be just words on a screen.
