How many of you respond to racetams but don't have ADD/ADHD?

Is it really cognitive enhancement when you're just undoing a deficiency or malady?

Well you are enhancing your cognition past your baseline, so yes.
I am not saying that healthy people cannot benefit from nootropics. I am just saying that most mainstream racetams are not going to give earth-shattering results for healthy people. However, mood plays a huge role in the results you get. What I get out of racetams is the desire to learn more, and push the boundaries. So even if racetams are not elevating my baseline much from an objective point of view, they increase my subjective interest; consequently allowing me to push myself further than normal.
