ELI5: Is buying piracetam legal?

Hey guys, I've been following this subreddit for a long time, but I've only just now gotten the courage to really seriously consider enhancing myself cognitively.

From what I see on here piracetam is a low risk place to start in my journey into nootropics. Can someone explain to me the deal with piracetam. I did a google search and was going to order some from Amazon.

But then my girlfriend sent me a snippet from something saying it's actually somewhat legally grey or technically illegal. So is this just wrong or am I missing something? Any help would be really appreciated.

Note: I live in the US.

TL;DR: Is it legal to buy piracetam and what is the smart way to go about doing so?
