Efficacy of pill vs powder form?

I've been using piracetam for a little over a year now (always in powder form) as well as a number of other racetams (again, always in powder form). Now, at the time this was largely because I couldn't afford the pill form instead of any specific preference. Recently my situation changed and I've been able to get everything in pill form as it's much more convenient to have at the office. The problem is, I don't really 'feel' the effects like I used to. Maybe it's all in my head but even after taking pills for awhile, switching back to powders I notice the effects again. Outside of a few of these being absorbed on the way down I can't really speculate as to why this would be.
Is it all in my head?
Has anyone else noticed something similar?
For reference my pill sources are:
CognitiveNutrition: (pramiracetam, aniracetam, piracetam)
Relentless Improvement: (piracetam)
Cerebral Health: (Epiphany (Oxi/Ani combo pill with other ingredients as well))
Smart Powders: (noopept) - oral dissolve tablets, just started taking these so jury is still out.
Powder sources:
SNS: (piracetam) - to this day my hands down favorite source but can't get it anymore

So, thanks to some suggestions here: I popped open my dose worth of pills to try taking it in water like normal. I was immediately obvious this stuff is not piracetam (although it still tastes terrible). Doesn't dissolve in water, smells like flour, clumps in water like flour, tastes a bit like flour. My thinking: it might just be flour.
As to the speed with which capsules dissolve: I've had a pill sitting in water (yes I know that's a far cry from stomach acid) for about 15 minutes now and it's barely swollen.
PS If there is any interest I took many photos of the entire process.
