It's a felony in Virginia to pass a school bus while it has it's stop signs out and lights flashing. Technically, if a cop were there he wouldn't have a say so as to whether or not he should have a license.

EDIT: I've been corrected, it's a class 1 misdemeanor to pass a school but while it is stopped with stop sign extended. If you strike a child while doing so, it is a felony.

I was going the same speed as the guy in the video in the desert outside Las Vegas. My ticket was over $500! He got off easy. I'd rather take a little verbal lashing than pay that much again!
