I guess he refers to the modern looks of Dubai. Also Dubai looks like it would have a lot more citizens than it actually has... As people that have been there say most of these buildings already are empty, many of them not even finished. Just looking good on the pictures...

I was just there a couple weeks ago. I saw many buildings that were somewhat empty. However, there were always tons of people on the metro and the streets. It's hardly empty as some have stated. It is a gaudy unfriendly shithole though.
