Allaahu Akbar is used to remind oneself (and others when said loudly) that no matter the circumstances, God is Greater than everything.
It gives bravery during times of worry and patience in times of distress. It can be used when one is sad, happy, scared or in any situation.

I guess it only sounds strange for a Westerner to hear it in this situation. Granted I would think it just as strange to hear someone say, "Don't worry God is amazing" after a rocket has killed civilians.
