amount of powder in capsules do not match serving size?

question regarding making capsules: the amount of powder in capsules for certain noots do not match the label serving size. For example, the tribulus serving size is 500mg, yet there is typically approximately 550mg of powder in the capsule.
I want to lower the dose and take 200-250mg per day -- should I account for the additional powder or keep it simple and just weigh out 200mg?

We always buffer our formulations up, to account for the manufacturing tolerances of the machines we use, and for the lower ends of our specs, to ensure that every single capsule will always have what we claim or more. There are always going to be ranges in specs. Water content is a big one. Sometimes certain raw materials have a spec of NMT 10% water. This means that it could have 9% water and still be in spec. However, when we tell people there is 100mg of something, they are not going to accept that 9mg of that might be water content, so we buffer formulations up to account for it. Then you have tolerances of the machines that encapsulate or entabulate. Most brands just accept that tolerance, and go with the fact that some capsules will be under, and some will be over. We don't. We buffer up so that the lower end of our machine tolerances is at out target. In practice, this means we are almost always higher than claim.
