We certainly wouldn't ship an empty package. We have too many checks, scans, and sign-offs for that to happen. Was the package opened and resealed by customs? Was that the only thing you ordered? That would be really strange for them to take out the only thing in the package and send the empty one on to you with the packing slip. However, we have seen some strangely stupid things with customs sometimes.
