Why am I being charged an import duty/tax fee? DHL EXPRESS

So I purchased a few supplements off ND about 2 days ago and it was shipped and just arrived across the border into ontario.
Anyways I just got a text from DHL saying I have to pay this fee or my package will be held essentially.
Anyone got any idea what this is about?
I already payed for my shipping why did I end up getting charged by the carrier company as well?
I'm so confused this is the first time this has happened I really wasn't expecting to dish out another $30 on shipping after I already purchased express lol

The Canadian government assesses taxes and duties on some packages. It's more likely to happen with a private express carrier than public, but it can happen with both. It's gotten worse lately because the Trump admin let our previous free trade agreement expire, which had de minimus amount in it to reduce taxes and duties on some packages. When the free trade agreement expired, so did those de minimus values. We passed a new free trade agreement, but Canada seemed to be upset we let the previous one expire and were trying to force them into signing the new one, so they still have not signed it. Maybe the new administration here can smooth US-Canada relations again, and get us back into a more productive free trade agreement.
