What can you derive from these lab results? Is this batch of of MK 677 safe?

Regardless of how dated they are, without having a reference spectra, what good is it?

Well the NMR is literally the protons in the molecule. You don't need a reference spectrum to know read an NMR. You just need to know the chemical structure. The HPLC is just a meaningless number without more info, like the methods used. I can finagle methods to make anything look 100% pure if I wanted to. Labs do it all the time. So unless I know the HPLC methods that were used on a specific readout, I can only speculate if something is pure.
Fake MK-677 has not been an issue. It's impure MK-677 that's the issue. I have been continuing to buy test batches from both labs making MK-677 this whole time, even though I am not selling MK-677 anymore. They have still all been impure. The Chinese labs literally don't give a shit about quality anymore. The synths they were using before that were getting pure MK-677 give lower yields. So they have switched to a different synth that gives higher yields, but shitty purity. Everyone in the SARM space doesn't care, though. So everyone keeps buying up all the impure MK-677 batches, making it more profitable for the Chinese to keep doing the synths with higher yields. I can only yell at someone that doesn't care so long. The two labs making MK-677 right now don't care. The market has spoken, and the market will instantly buy any shitty MK-677 that gets offered. There is no incentive for another lab to make higher quality MK-677 anymore, as nobody in the space is pushing for it. Even when I was selling it, me yelling at them did not matter, as they would just turn around and sell the stuff I rejected to another vendor. Pure MK-677 is just not available now. Until more labs decide to start making it, increasing the supply to meet/surpass demand, or demand slows to allow supply to normalize, I don't see any pure MK-677 happening; unless it's a custom synth for a specific vendor. However, even that you cannot get labs to agree to. Soooooo, yeah.
If IRC has tested their latest batches using the methods I gave them, and it was pure, then that's one thing. Those COAs are not that, though. If my lab had time, I could test some for them. However, we cannot even keep up with our own demand right now. So I just don't have the bandwidth to help out directly. They have our methods, though. So another lab can run our methods using their equipment and get reliable numbers. It's just that our methods usually show everyone's MK-677 is shit purity.
