Why is pure aniracetam so expensive?

Why is this? What is Sigma doing differently than, say, Newstar that makes >3 orders of magnitude price difference?
I'd love to have more info on Newstar's supply chain. It is difficult enough to ensure supply chain security for scheduled compounds: http://cen.acs.org/articles/91/i47/Congress-Clears-Drug-Safety-Bill.html

Sigma Aldrich is a laboratory supply company that sells small amounts for lab purposes. They are not meant to be used as a production supply company. Their prices should not be used as any indication of real world synth costs.
