It's a general anesthetic which is essentially a tranquilizer, in layman's terms. Enough of it and you'll pass out. Recreational users use enough to produce a strong high based around sleep resistance/ a reversing of the mechanisms used in MDMA. I've heard stories of it historically being used for human surgical operations, but have no source ATM.

What? It's an NMDA receptor antagonist. It blocks the action of glutamate, preventing the NMDA channels from allowing calcium, sodium, and potassium into neurons in the brain. It does not block MDMA's mechanisms, which are pre-synaptic 5-HT2B mediated, causing reversal of the SERT.
Euphoria is mediated through the NMDA channels, though. MDMA does increase extracellular glutamate, which is part of it's euphoric effects. However, it's main mechanism is serotonin related.
