TIL that in 1916 an amendment was proposed to the Constitution that all acts of war would be put to a national vote. People voting yes would have to register as volunteers for service in the United States Army.

Signing up as a volunteer for service doesn't mean that the military would actually approve you for combat or any service for that matter. They would filter out those who are unfit while making able bodied voters put their money where their mouth is. I don't really see too many holes.

So what would happen to business owners? They approve of the war, but enlisting for military service would not be in the country's best interest, since running their business would probably do more for the war than they could as an infantryman. What about armor manufacturers? They enlist to vote yes on the war, then there is nobody left to make the armor. Before you say that the government would just not approve them, who is doing that approving? Who decides who is better doing what they do now and being in the military? Their vote for the war would be affected because of that.
I am playing devils advocate here. I don't like our current system either, but what is a real workable alternative?
