Can dopamine and serotonin levels be accurately measured by blood or urine tests?

I've seen a number of urine and blood tests that claim to be able to measure dopamine and serotonin (amongst a number of other neurotransmitters), but have also read that levels of these neurotransmitters in blood/urine is very different to levels found in the brain. Does anyone have any experience or knowledge about this?
