Yeah that seems to be the exception. Flagstaff area. Everywhere else seems pretty solidly desert

It's a LOT more than just the Flagstaff area. Take a look at the National Park Service map of AZ. You have the mountains around Tucson in the southern part of the state are like that as well, like Mount Lemmon. You have the white mountains in the east by New Mexico (example 1, example 2, example 3). You have the north rim of the Grand Canyon. You have the Mogollon Rim by Payson, which is a big stretch of forest. Then yes, you have a lot of scrub forest and desert as well. However, even the Coronado Forest down by the border of Mexico is greener than people think. There are even wild jaguars down there!
