US to France, yet still German customs?!

I posted this over at r/nootropics and I’ll try my chances here as well.
So, I’ve tried ordering Nootropics to Germany from ND, which ships from the US. Specifically, racetams. Package never went through. Customs here in Germany bit my ass and send the package back. I read a bit about people using a reshipper, and Easy Delivery, which is based in France, seemed promising. The plan was to order racetams from the US to France and then have the package reshipped from France to Germany to avoid German customs. What the hell? Tracking says “Shipment on hold in Leipzig Germany” right now. What happens now? Does a package that is shipped from the US to France STILL go through German customs?
The problem is... the package is in Germany???

We just switched our international shipping from DHL Ecommerce, which went through a German hub, to Asendia. That now goes through either a Netherlands or France hub. Both of those are MUCH easier to get through than Germany.
